An expansion list is useful for organizing research. It suggests where infrastructure, local service processes and permissions may become relevant next. It is less useful as a direct forecast of the revenue available to an independent fleet.
Our approach is to keep market interest and market readiness separate. A collective can gather interest, study support locations and compare demand patterns before committing vehicles. Updating a city from evaluation to a stronger status should depend on actual service evidence and the commercial access available to the project, not just inclusion in a company roadmap.
