A first vehicle establishes that a manufacturing process can produce a unit. It does not reveal a stable output rate, the number available to outside buyers or the time needed to scale. Those are later questions with direct consequences for fleet procurement.
Our view is to track production progress through distinct stages: first units, repeatable output, ramp and actual allocation. That makes it possible to acknowledge meaningful engineering progress without treating a factory photo as a delivery commitment. A collective would need confirmed supply terms before aligning financing and infrastructure spending to an assumed fleet arrival date.
