Tesla’s first California passenger permit was not driverless authorization

In March 2025, Tesla obtained an initial California passenger-carrier permit. Reporting distinguished that step from the additional permissions needed for autonomous service.

The phrase “gets a permit” can obscure more than it explains. Passenger transport and autonomous deployment involve different questions, and a permit for one does not automatically answer the other. The name of the operator and the scope of the authority both matter.
A future collective should be able to identify exactly which permissions its operating arrangement relies on. That is particularly important when comparing cities: a supervised service can be commercially real while still having a different cost structure from driverless operation. This milestone belongs in a staged regulatory timeline, not under a blanket claim of approval.
