Repeating a target can signal management’s confidence, but it does not create new operating evidence by itself. The useful follow-up is whether the supporting pieces are becoming more concrete: vehicles, service area, passenger access and exception handling.
Our view is that a fleet project should update confidence in stages. A reiterated date may justify closer monitoring or additional research. It should not automatically remove contingency time from a financial plan. The distinction is especially important when a future business depends on a service controlled by another company.
