Arizona’s testing approval did not mean Phoenix robotaxi rides were live

In September 2025, reporting said Tesla had approval to test autonomous vehicles in Arizona with safety drivers.

A safety-driver test program and a driverless passenger service carry different implications for staffing and market access. The presence of test vehicles is useful evidence of preparation, but it should not be used as a proxy for bookable rides.
For Cybercab Collective, the next useful milestones would be operator-specific service permissions, a defined service area and actual passenger availability. A prospective market can be attractive without being ready for deployment. Keeping it under evaluation preserves that opportunity while avoiding a claim of operating access that the testing step does not establish.
